Is health insurance allowed to drop a person whose identity has been stolen?

I was reading this post about a California resident who had their backpack (containing wallet and other essential cards) stolen whole they were in FL. A few months later, they were berated with overdue bills for various pregnancy visits. Police in neither city would work with OP beyond her locsl PD taking a statement.

With all of that going on, her insurance dropped her citing fraud even though the fraudulent encounters were all created by the person who stole OP's identity.

Does identity theft count as fraud that is valid to drop a victim's coverage?

I'm new to this sub so sorry if this was the wrong place to ask the question.
